Esens, eine geplante mittelalterliche Stadtanlage, war eine befestigte Stadt mit Burg, Wassergräben, Wallanlagen und Stadttoren. Aus der Frühzeit der Stadt existieren keine schriftlichen Zeugnisse, aber durch jüngere kunst- und baugeschichtliche Untersuchungen lässt sich Vieles vermuten.
Ab 1600 gehörte Esens zu dem ostfriesischen Grafenhaus Cirksena. Im Stadtbild von Esens befand sich in zu dieser Zeit östlich des Marktplatzes ein großes Gebäude, in dem der Kanzleidirektor, der höchste örtliche Beamte des Ostfriesischen Grafen, seinen Amts- und Wohnsitz hatte.
Kurz nach 1700 bekam Kanzleirat Wilhelm von Heespen diesen Posten und baute das bestehende Gebäude seines Vorgängers um. Diese völlig neue Gestaltung im Stil des nordischen Barocks ist bis heute im Wesentlichen erhalten geblieben und steht unter Denkmalschutz. Im Giebeldreieck prangt das Wappen der Familie von Heespen und über der Eingangstür seine Initialen, W v H.- Das Palais von Heespen
Als landesherrlicher fürstlicher Beamte bekleidete Wilhelm von Heespen sein Amt von 1703 bis 1708 unter dem Fürsten Christian Eberhard, dann unter dem 19-jährigen Fürsten Georg Albrecht und von 1734 bis zu seinem Tode 1742 unter dem letzten ostfriesischen Fürsten Carl-Edzard. Die Übernahme Ostfrieslands durch die Preußen zwei Jahre später erlebte er nicht mehr.
Wilhelm von Heespen war sehr wohlhabend und die Ausstattung seines Hauses dementsprechend. Seinen Salon ließ er unter anderem mit kostbaren flämischen Tapisserien ausstatten. Dieser Raum, heute als Ahnensaal betitelt, wurde 1980 aufwendig restauriert und in einen weitgehend ursprünglichen Zustand zurückversetzt. Viele seiner Räume schmückte W. von Heespen mit einer umfangreichen Gemäldesammlung, von der jetzt noch ein Teil im Ahnensaal zu sehen ist. Ein stattlicher Rest der Gemälde wird im Museum „Leben am Meer“ aufbewahrt und in Ausstellungen gezeigt.
