"Since 2000, the Millennium Fountain has been on display on the then newly designed town hall forecourt. The bronze fountain was created by the Oberkail artist Johann Baptist Lenz. The approximately four-meter-high "tree of life", which people climb up from their youth to reap the fruits of their work and diligence, bears 21 fruits that symbolize the local communities of the former Manderscheid collective municipality. The artist has placed just as many wisdoms of life on the trunk to encourage reflection. In front of the tree of life stands the "bell man", who in earlier times gave important news to the residents.

Johann Baptist Lenz was born on August 18, 1922 in Oberkail in the Eifel. In 1946 he began his professional career as a sculptor in Trier and Wittlich. From 1951 he studied sculpture under the well-known sculptor Josef Henselmann at the academy of Fine Arts in Munich. In 1953 he returned to Oberkail to start working as a freelance artist. He married Maria Ernst in 1967 and had a daughter and a son. In 1982 he received the Kaiser Lothar Prize from the European Association of Fine Artists from the Eifel and Ardennes. In 1998 he was awarded the Medal of Merit of the State of Rhineland-Palatinate and in 2002 he was made an honorary citizen of the municipality of Oberkail. Johann Baptist Lenz died on December 14, 2007 in Bitburg. "
