The fountain consists of an octagonal basin, on whose side walls are coat-of-arms cartouches of the seven princely cities of Upper Austria (Enns, Freistadt, Gmunden, Linz, Steyr, Vöcklabruck and Wels) created by Josef Huber. The central pillar is made of white marble and shows four water-spouting lion heads between four volutes and above them, four also water-spouting dolphins. A Neptune statue created by Johann Spatz gave the fountain its name. However, the statue is lost.
