The impressive artwork consists of a tall penny-farthing (an old bicycle with a large front wheel and a small rear wheel) with a Belle Époque figure on top. Its total height is 4.5 meters. The freestanding sculpture consists of a metal and wooden frame, covered with chicken wire and straw, and finished with jute and rope. The Provincial Court is a neo-Gothic building located on the Market Square of Bruges. It was built in the 19th century on the site of the old Waterhalle and served for a long time as the administrative seat of the Province of West Flanders. The building is richly decorated and was used for official receptions and provincial meetings. Nowadays it is mainly used for exhibitions and formal events.
