From the Refugio the balcony trail starts with an incredible ramp to the top. From here I rolled back down to Val Veny to follow the gravel path. There is also a no entry sign here and behind it a bicycle route sign. So it seems to only apply to cars, the police were behind the sign and warned parked vehicles.
