Palazotto della Comunitá, (former Town Hall 1582) Located in Piazza Motta, the heart of the town of Orta, it was built in 1582. Here the General Council (composed of the deputies of the episcopal fief) exercised both legislative and executive power and can therefore be considered a symbol of the long self-government that characterized the Community of the Riviera. An external staircase connects the large porch to the large single room on the first floor. The external walls of the building are decorated with the coats of arms of some of the bishops of Novara who succeeded each other in the government of the region; the façade to the right of the entrance bears the coat of arms of Orla accompanied by the inscription "Hortus Conclusus" to underline both the geographical position and the autonomy of the Riviera. That the palace was the seat of the legislative and executive powers is proven by the painting of a "Woman representing Justice" above the door, on which two angels can be seen carrying swords and scales on either side.
