The Ilmenau Barrage is the southernmost barrage on the Lower Elbe and protects the lowlands of the Ilmenau and Luhe. Construction of the barrage began in 1969. The barrage was provisionally put into operation at the end of 1973, but was not completed until May 1976. The construction costs amounted to the equivalent of around 12 million euros (around 23.8 million DM).

Instead of the drainage ditches typical of marshes, a system of larger drainage canals was created in the filled area of Neuallermöhe. They are referred to in official language as Fleete, based on the watercourses in the estuary of the Alster and Bille rivers in Hamburg's old town. However, since these are stagnant bodies of water, this designation does not apply. The Allermöher “Fleete” was created long after the area was diked. The Allermöhe fleet system begins at a “flushing inlet” on the Dove Elbe and includes the residential areas of Neuallermöhe before it meets the Dove Elbe again at the Allermöhe pumping station. Neuallermöhe West is structurally divided by four side fleets (duck, lapwing, heron and swan fleet) that run north-south and are on average two meters wide; Two eight-meter-wide main fleets (Fährbuernfleet and Allermöher Bahnfleet) connect to the open drainage system that serves Neu-Allermöhe East and parts of Nettelnburg. There are also the Mövenfleet, Allermöher Randfleet, Allermöher Hauptfleet, Annenfleet and the Landscheidefleet. The Fleete area was declared a park in 1990. Public facilities such as schools and daycare centers were built on its banks; But four-story residential buildings were also permitted in order to allow “as many residents as possible to enjoy a preferred residential location” (justification for the development plan).
