It is officially a hike, but there is no sign that the path is closed for bike. Motor vehicles, open fires, piknik etc are not allowed though. I went on a calm weekday. There were hardly any people and the parking lot empty. However, it can be very crowded at weekends in summertime. Then is might be better to go around with your bike.

A lot of traffic between istanbul and the airport. The closer you get to the airport the more traffic there is. However due to the very wide shoulder it is extremely safe for cycling

It is possible to cycle from/to the airport from/to downtown Istanbul. Extra wide shoulder....seems dangerous and like a highway but perfectly save and legal. Was passed by over 6 police cars and was not stopped..
