Trsat used to be mostly reached by stairs, pilgrimages were often made on one's knees. There is still that now, but much less. The widely known Trsat stairs are one of the most beautiful monuments of Croatian Marian devotion. They start from the center of Sušak, along the left bank of the Rječina. Today, they bear the name of Petar Kružić, a great Croatian hero in the battles against the Turks and especially famous in the defense of the city of Klis. Petar Kružić made a pilgrimage to Trsat and thanked Our Lady of Trsat for the victories. In her honor, in 1513, he erected the first 118 steps (today there are 564), which were repaired and completed later, in 1726, by Gabrijel Franjo Aichelberg, military commander in Lika. Projektiranje Palače i nadzor gradnje mađarska vlada je povjerila profesoru Alajosu Hauszmannu, a gradnja je trajala od 1893. do 1896. godine. Koristeći jedinstvenu lokaciju, autor je za stil odabrao visoku renesansu (…) te tako ostvario najkvalitetniju državnu građevinu u Rijeci. Postavljena na uzvisini, s pročeljem obloženim blještećim bijelim kamenom, okrenuta prema luci, Guvernerova palača dobiva privlačnu moć na blistavu mediteransku suncu (Radmila Matejčić, Kako čitati grad, Rijeka).
Nakon niza pregovora i utvrđivanja gradnje odlučeno je da u Palači budu samo reprezentativni prostori i stan guvernera, a da službeni prostori i nadalje budu u zgradi Pošte na Korzu. Radove su izvodili građevinsko poduzeće Burger & Conighi za iskop, građevinske i klesarske radove, Antonio Busetti za radove bušenja, Antal Szabo za izradu arhitektonsko-dekorativnih elemenata te ljevaonica Schlick za radove sa željezom. Palača je smještena u gornjem dijelu grada, u neposrednoj blizini riječkog parka i ljetovališta nadvojvode Josipa, na području vinograda obitelji Peršić kod trga Stajo. U kuhinjskoj se zgradi (srušena 1971. godine prilikom gradnje Muzeja revolucije, danas Muzeja grada Rijeke), , oko zasebnog dvorišta, grupiraju sljedeći prostori: u prizemlju štala za osam konja, kolnica, alatnica i stan štalskog osoblja, a na prvom katu stan za kuhara, kuhinja, smočnica, praonica i soba za služinčad.
Ulazom se na središnjem dijelu Palače ispod natkrivenog trijema za pristup kočija dolazi u vestibul poduprt dvama stupovima čiji je svod elegantno ukrašen štukaturama te do glavnog stubišta. Prizemlje je osim za vestibul i glavno stubište iskorišteno za stanove posluge, portira, ložača, radionice i garderobu. Budući da stvarnog podrumskog prostora nije bilo, dio je prizemlja koji ulazi ispod terase korišten kao podrum i kotlovnica.
Monumentalno glavno stubište koje se, polazeći od širine vestibula, razdvaja u dva simetrična krila ukrašavaju balustri, konzole, vaze, zidne površine obložene umjetnim mramorom te dvije ljupke brončane figure. Strme mramorne stepenice vode na prvi kat s reprezentativnim salonima i dvoranama. Na prvom se katu najprije ulazi u atrij s prirodnom stropnom rasvjetom, prostor koji već svojom veličinom djeluje impozantno. Njegova je osnovna površina 300 m² i proteže se u visini dvaju katova. Atrij se u osnovi proširuje jer se na njega vežu lože iznad kojih su balkoni okruženi balustradama koje nosi osam pari stupova. Zidnu plohu ispod balkona raščlanjuju pilastri. Oblaganje je stupova u vestibulu i atriju, pilastara, zidnih površina oko glavnog stubišta i vijenca u atriju žućkastom žbukom visoka sjaja koja daje privid mramora izvršio poduzetnik Lajos Cima, a sve to s namjerom da se promatrač impresionira bogatstvom i sjajem. Svečanom izgledu atrija doprinose i štukature koje je izradio kipar Antal Szabo. Atrij je, kao i vestibul, popločen običnim granitnim teracom. Ljevaonica i tvornica strojeva Schlick izvela je željeznu krovnu konstrukciju dok je za postavljanje stakla na svjetlarniku bio zadužen Jakob Weiss. Oko atrija raspoređene su dvorane i saloni. Ljepotom se ističe plesna dvorana dobrih akustičkih svojstava (1), površine 180 m² u visini dvaju katova, a oblikovanju je njezina interijera posvećena posebna pozornost. Zidovi su u visini od 3,60 m obloženi polikromiranom mramornom oplatom koja formira pravokutna polja. Mramorne su oplate naručene kod poduzetnika Paola Triscornije, vlasnika kamenoloma u Carrari. Kod istog poduzetnika naručena je izrada i dostava kamina. Iznad mramornih su oplata izloženi portreti riječkih guvernera u stucco okvirima koje je izradio Antal Szabo (danas zrcala). Bogata svodna štukatura – kartuše, rokaji, akantus, maske, stilizirani ornament – djelo je kipara Antala Szaba, dok su autori visećih i zidnih lustera Mör Wisinger, Laszlo Szapary i T.H. Schiffer. S jedne se strane plesne dvorane nalazi predvorje (19), a s druge čekaonica (2) koja vodi u sobu za prijam (3) i radnu sobu guvernera (4). Središnji dio glavnog pročelja Palače zauzima prijamna dvorana (6,7,9). Do prijamne je dvorane budoar (10), a iz budoara se ulazi u kutnu sobu ili ženski mali salon (11).
