Since the trail underpass is not yet completed, others have apparently crossed the tracks (you can see their tire tracks). You cannot ride across the tracks, one must walk and carry your bike. There are lots of signs that this is illegal. It looks like the underpass is ready to be completed. Barriers prevent its use, thus one must climb over the active railroad tracks.
